The event will explore urban and environmental instruments as central tools for sustainable urban development. Mechanisms such as building rights transfers, neighborhood impact studies, joint urban operations, Green Property Tax (IPTU Verde), and the Environmental Quota will be discussed, highlighting how they enable the regulation of land use, the mobilization of resources, and the strategic allocation of public investments. Beyond the normative and conceptual dimension, case studies will bring practical applications: the Master Plan review of Salto, which underscores the challenge of urban sprawl for sanitation management and the need for effective environmental instruments; and the Faria Lima Joint Urban Operation, which illustrates how to address territorial heterogeneity and implement projects through specific governance models. The importance of the meeting lies in demonstrating how these instruments—when applied based on technical diagnoses and market indicators—can align urban expansion, environmental sustainability, and municipal investment capacity, thus strengthening governance and the efficiency of public policies.
