Objective: To demonstrate how community-based approaches to documenting HLP rights through the Social Tenure Domain Model are creating pathways to stability and return for displaced Yemenis. The session will highlight how securing tenure documentation serves as a foundation for resilience, recovery, and peacebuilding in conflict-affected urban areas, taking into consideration systemic historic challenges around land and ownership in the country.
Proposed Speakers
• Representative from Ministry of Public Works and Highways - Government perspective on HLP rights as foundation for reconstruction, taking into consideration the importance of training technical ministerial staff
• UN-Habitat National Programme Coordinator - Mohammed Zain - Technical approach and lessons learned from STDM implementation
• Community Representative/Beneficiary - A woman or community leader who has benefited from HLP documentation services
• (OPTIONAL) Local Partner Organization Representative (could be from NFDHR who we implemented mediation with) - Experience with challenges on local level due to property disputes, based on mediation-focused implementation.
Panel discussion, 60 minutes, with four speakers. Each speaker provides a short intervention (7-10 minutes), followed by a moderated dialogue on:
• How HLP documentation contributes to voluntary returns, reduces displacement and strengthens tenure security that has been missing for decades
• Challenges of working in a divided country context with multiple (humanitarian) crises
• The role of community participation in building trust and social cohesion
• Linking immediate needs to long-term development solutions
• Pathways for further urban recovery efforts
The session concludes with audience questions. Visual materials could include before/after mapping examples (e.g., anonymized STDM Certificate; pictures from data collection and technical training).
