REURB is an essential tool for guaranteeing the right to the city and fulfilling the socio-environmental function of property, as provided for in the City Statute (Law No. 10,257/2001) and the Federal Constitution (Art. 182). In a scenario of climate emergency and accelerated urbanization, it is strategic in promoting more just, sustainable, and resilient cities.
The Constitution establishes that urban property has a social function, integrating social, environmental, and economic dimensions. This means that land use should contribute to: 1) Inclusion - Ensuring decent housing and access to infrastructure for vulnerable populations; 2) Sustainability - Avoiding occupations in risk areas and preserving urban ecosystems; and 3) Economic balance: Combating real estate speculation and socio-spatial segregation.
We thus have a tool to implement these principles, as it allows for the regularization of informal settlements, integrating them into the formal urban fabric with access to basic services, mobility, and green areas.
Thus, the proposal aims to present an overview involving the development of REURB in the environments of state (AGEHAB and TJMS) and municipal (Corumbá and Naviraí) institutions from a socio-environmental perspective of the right to the city through REURB. Demonstrating the points of convergence/divergence of public policy and different spheres of management, as well as exploring REURB practices in urban environments in the Pantanal and Atlantic Forest biomes.
