The São Paulo State Public Defender's School (EDEPE) and the Federal Public Prosecutor's Office (MPF) bring together science, the justice system and affected communities to examine whether climate adaptation instruments reach the territories most exposed to the 2026 super El Niño, before its peak. The full-day event, held at the PRR3 auditorium in São Paulo and streamed on YouTube, addresses adequate housing in risk areas, early warning, licensing, budget oversight and adaptation finance. The keynote is delivered by Koldo Casla, UN Special Rapporteur on the right to adequate housing. Panels include researchers from INPE, CEMADEN, IPT and universities, public authorities, community leaders from flood- and landslide-affected areas, and international climate finance experts. The event follows a human rights and climate justice approach, in line with this year's Urban October theme on adequate housing for all. Its conclusions and written contributions will feed into a report to UN-Habitat and into Brazil's participation at COP31.
