At the heart of the conversation is HOMES — Housing, Opportunity, Mobility, Environment, and Safety, Services & Participation. These interconnected elements shape how people experience the city every day: where they live, how they access jobs and opportunities, how they move, the quality of their environment, and whether they can safely access essential services and have a meaningful voice in decisions that affect their communities.
