The panel “Smart and Inclusive Cities: Innovation, Technology, and Citizenship” is part of the Urban Circuit 2025 program and focuses on discussing how social innovation, public policies, and digital transformation can make urban territories fairer, more sustainable, and participatory. Held in an online format, the event will bring together researchers and specialists from different fields working in the areas of smart cities, open innovation, and innovation ecosystems, fostering an interdisciplinary and practical dialogue. The debate will be structured around five complementary perspectives: The conceptual vision of smart cities as spaces of inclusion and open innovation; the application of public policies and state programs that engage actors of the quadruple helix; practical methodologies and indicators for transforming territories into smart cities and intelligent tourism destinations; the contribution of digital technologies and organizational innovation to strengthening citizenship; and finally, the role of social participation and creative cities in reinforcing urban democracy. By integrating technology, governance, and citizenship, the panel seeks to inspire public managers, researchers, and civil society to co-create pathways toward more human, innovative, and inclusive cities, aligned with the Sustainable Development Goals and the 2030 Agenda
