With the theme “Advances and Obstacles to Implementing Social Housing in Brazilian Metropolises,” the event organized by Insper Cidades focuses on discussing both the progress and the challenges involved in implementing Social Interest Housing (HIS) in the central areas of major Brazilian cities. The debate centers on the concept of “normative receptivity,” which refers to the capacity of laws and urban planning instruments not only to allow but to actively encourage the production of affordable housing in well-serviced urban areas. The goal is to foster a deep dialogue grounded in the experiences of capitals facing major housing challenges and developing innovative ongoing programs. The event will take place in a hybrid format, with in-person participation at Insper in São Paulo and simultaneous online broadcasting. The panel will bring together representatives from four metropolitan areas to present their strategies and projects: Salvador (BA) will discuss its programs for retrofitting historic mansions; São Paulo (SP) will present the results of recent legislative adjustments that promote social housing production in the city center; Rio de Janeiro (RJ) will detail initiatives from the Reviver Centro program; and Recife (PE) will share experiences from the Recentro Project. The session will be moderated by Insper, which will open with an introduction to the research deepening the concept of normative receptivity, providing a theoretical framework to contextualize the practical cases presented.
