Inclusive cities and sustainable urbanization depend on data and information that enable the planning of evidence-based policies. Tools such as the Geotechnical Urban Suitability Map provide information on soil types, geological conditions, and areas susceptible to risk; digital cartographic databases offer high-resolution maps that support projects like the Ecological-Economic Zoning (ZEE); the prevention and management of natural disasters rely on risk mapping for floods and inundations to identify vulnerable areas; data on unmet demand for schooling and active searches for children and youth facing dropout or lack of access to education are essential to expanding access to education. Computerized and georeferenced property registries supply crucial data for planning urban land use and occupation, while an institutional structure for Information and Communication Technology (ICT)—including dedicated teams and governance systems—is key to managing digital transformation. However, these data systems, tools, and digital public services remain largely absent, particularly in small and medium-sized municipalities across the country, limiting their capacity to design, implement, and monitor effective urban policies.
