The roundtable session, organised by the Punjab Housing and Town Planning Agency (PHATA), aims to translate Pakistan’s National Housing Policy 2025 (NHP-2025) into practical strategies for affordable, climate-resilient housing. The policy promotes sustainable housing in response to increasing climate risks, including floods and heatwaves, while recognising challenges related to affordability, financing, governance, and institutional capacity. The session will explore opportunities for Punjab to pilot implementation of Theme 8: Green, Energy-Efficient, Climate and Disaster-Resilient Housing, with PHATA helping bridge the gap between policy and implementation and demonstrate scalable solutions. Discussions will focus on three key areas: balancing affordability with climate resilience; developing financing mechanisms, including public-private partnerships and climate finance; and strengthening governance, institutional coordination, and regulatory frameworks. The roundtable will combine expert panel discussions with an interactive dialogue, allowing government, academia, practitioners, and other stakeholders to contribute practical perspectives. The session will conclude with a synthesis of recommendations and proposed next steps. Expected outcomes include actionable recommendations, potential pilot initiatives, a Punjab-focused implementation pathway, and relevant policy inputs. Overall, the roundtable seeks to strengthen collaborative action and position Punjab as a practical model for affordable, climate-responsive and resilient housing development.
