"Adaptação Climática em São Paulo diante do super El Niño" is a full-day event organized by the São Paulo State Public Defender's Office (through its Climate Justice Program, EDEPE) in partnership with Brazil's Federal Public Prosecutor's Office (4th Coordination and Review Chamber). Held on 29 October 2026 at the PRR3 auditorium in São Paulo, the event brings together climate scientists, traditional knowledge holders, public officials, civil society and affected communities to discuss adequate housing, flood risk and climate adaptation policy across São Paulo state. Four panels address the science of extreme weather attribution, adequate housing in risk areas, institutional oversight of public policy implementation, and climate adaptation financing. The event responds to the 2026 "super El Niño," expected to bring severe flooding and heightened housing vulnerability to the state. Its outcome is a letter of recommendations to São Paulo's municipalities, identifying responsible authorities and deadlines, later opened to public contributions and submitted both as this event's report to UN-Habitat's Urban October and as a civil-society contribution to COP31's adaptation finance agenda.
