This event is part of the official program of the 4th Urban October Fortaleza, organized by the Fortaleza Institute for Research and Urban Planning (Ipplan Fortaleza) in partnership with municipal departments and invited experts. The session will discuss how housing policy can serve as a driving force for sustainable urban transformation, with a focus on social and territorial justice. Local and national experiences that link housing to inclusion, permanence, and urban revitalization will be presented, highlighting approaches such as Housing First, Periferia Viva, and experimental projects like the Microvila. Participants will include representatives from Habitafor, Seuma, SDHDS, and the National Secretariat for Peripheries (Ministry of Cities), as well as members of academia, who will share reflections on structural public policies and innovation in housing. The event is part of the thematic line “Adequate Housing at the Core of Urban Planning” and aligns with the central theme of Urban Circuit 2025 by presenting concrete strategies to address housing inequalities, promote the right to the city, and strengthen integrated territorial action.
