Swinging the Network II - The Regularization of Property as a right to the city: The PIRFs in Fortaleza/CE

We are proposing here a reflective discussion on the construction of Integrated Land Regularization Plans (PIRFs) for Special Areas of Social Interest (ZEIS) in the city of Fortaleza, in the state of Ceará. PIRF is contemplated in the Federal Constitution of 1988, articles 182 and 183, which address the need for the Social Function of property, the Participatory Management of Cities, and the obligation of the Master Plans (PD). The PD predicts the creation of ZEIS with the election of Management Councils and the elaboration of PIRF which, after being approved by the Management Council and the ZEIS communities, will serve as an instrument for the fight over rights. Our reflection will be based on the process coordinated by the Federal University of Ceará (UFC), in collaboration with the Planning Institute of Fortaleza (IPLANFOR), in the ZEIS of Bom Jardim, Pici and Poço da Draga. This action is part of the event "Balance of Network II", promoted by the Network for Cooperation and Studies in Sustainability, Innovation and Public Policy (RESIPP).
