The event aims to present and discuss the experience of missions focused on the human right to the city as a means to empower local communities. These missions have been organized by the National Forum for Urban Reform (FNRU), in partnership with international and national networks, forums, and local organizations, supporting communities in asserting their demands in urban and territorial planning processes, such as city master plans. Through the strengthening of their right to the city, communities can better equip themselves to adapt and cope with the consequences of extreme events, exacerbated by climate change. To illustrate this approach, the results of a mission carried out in the Baixada Santista and the North Coast of São Paulo in July 2023 will be presented. These communities were heavily affected by floods and subsequent landslides, leading to violations of their human rights.
