This discussion focuses on Neighborhood Plans, drawing from the experience of developing a pilot plan in Jardim Aureny IV, located in Palmas, Tocantins, Brazil. The presentation will outline an initial diagnostic of the area, highlighting the results of community workshops conducted throughout the year to identify and organize local demands related to the Right to the City, as protected by the principles of the new urban order (Federal Constitution / Constitutional Amendment / Municipal Master Plan). A preliminary document, currently being developed through a collective process, will also be presented. This document proposes strategies for the implementation of the Neighborhood Plan and defines the priority phases for execution starting in 2026. Through this structuring debate, the initiative aims to establish the Neighborhood Plan as an essential mechanism for enabling communities to advocate for the reduction of urban inequalities at the municipal level. In the case of Aureny IV, a peripheral neighborhood, the process has revealed a lack of basic urban conditions outlined in formal planning documents — conditions that are crucial for ensuring the effective exercise of the Right to the City and promoting equitable urban development.
