ATHIS Project and Office Public Selection Process: reflections on building social housing

The bidding for the construction of housing of social interest through public agencies is a well-known process at the city level. However, the same is not true for bigger construction projects. For larger projects, the same strategy is not applied. This is the case of public tenders for projects, a process that is regulated by law but very little used as a bidding process. Such modality of procurement allows the project to be better planed, managed and executed with positive impacts on the budget by reducing expenses and use of public money.

Two cases will be presented and the study of these cases will allow us to reflect on different methodologies that can be applied in this type of project procurement process. The first case comes from the city of Conde, in the Brazilian State of Paraíba, where a methodology that involved the active participation of the community along the process allowed us to better meet the demands and expectations of the inhabitants of the municipality. The other case refers to the local government of the Island of São Vicente, in Cabo Verde, where the relations between local and external stakeholders that exerted influence on the decision-making process of the project that was funded by the Portuguese Government generated unexpected results.
