Persons with Disabilities Are Also in a Hurry: Inclusive Rescue in Disasters

People with disabilities in disaster contexts—especially in peripheral areas and other precarious human settlements—remain invisible, as do their specific needs. To ensure their inclusion and prioritization in urgent and emergency situations, as mandated by law, disaster risk management must adopt an inclusive approach across all phases (prevention, mitigation, preparedness, response, and recovery), under the perspective of climate justice and the right to accessible cities. The panel will bring together specialists in risk management, accessibility, and human rights, alongside the presentation of the Inclusive Rescue Project (PRI) with recommendations for inclusive public policies. The approach will be intersectional and grounded in human rights, presenting concrete examples of the degrading conditions faced by persons with disabilities or reduced mobility in disasters, while proposing protocols and alert systems that integrate technical, community, and traditional knowledge. With data showing the intensification of disasters in urban areas, climate action policies must take human diversity into account and ensure accessibility in alerts, evacuation routes, temporary shelters, and reconstruction. The presence—or absence—of accessible measures can determine who survives.
