The Environmental Vulnerability Study of Belo Horizonte (PBH/WayCarbon, 2020) points out that adaptive capacity in areas of vilas and favelas is low. In this scenario, it is essential to promote spaces for listening and popular participation that strengthen climate justice and ensure that the voices from the peripheries are heard in institutional decision-making arenas.
The "COP das Quebradas"[COP of the Peripheries] is a direct response to this urgency, bringing together local knowledge and public policies in a collective construction of resilience proposals for the city. Our goal is to collectively build proposals for public climate resilience policies based on listening to peripheral populations, so that they can be brought as Belo Horizonte’s contribution to COP30. The proposal is for these ideas and recommendations to be systematized into an official document — the “Charter of the Peripheries.”
