The 60-minute panel session will explore how community-led documentation of Housing, Land and Property (HLP) rights is supporting Yemen's recovery process amid ongoing conflict. Featuring speakers from the Ministry of Public Works and Highways (MoPWH), the General Authority for Lands, Surveys and Urban Planning (GALSUP), and UN-Habitat, the session will demonstrate how the Social Tenure Domain Model creates pathways for displaced Yemenis to return home and rebuild stability. The discussion will examine how securing tenure documentation - often missing for decades - serves as a foundation for resilience and peacebuilding, while addressing the unique challenges of implementing HLP programs in a divided country facing multiple humanitarian crises.
Another discussion focus will be the necessity of establishing a functional digital cadaster system to strengthen tenure security of the Yemeni people, and how the Social Tenure Domain Model can be used for its creation. Through technical insight and government perspectives, the session will highlight the critical role of participatory approaches in building trust, strengthening social cohesion, and linking immediate humanitarian needs to long-term urban recovery and development solutions.
